Clause 1:

LORD DESBOROUGH moved to leave out "principal Act" and to insert "Criminal Law Amendment Act, 1885." The noble Lord said: This is purely a drafting Amendment.

Clause 1, as amended, agreed to.

Clause 2 [Short title construction and repeal]:

LORD DESBOROUGH moved to add the following new subsection:— This Act shall come into operation on the first day of January, nineteen hundred and twenty-nine.

The noble Lord said: The object of this Amendment is to postpone the commencement of the Act to January 1 next. It is thought unwise and almost unprecedented to make a considerable alteration in the criminal law without giving due notice.
