My Lords, this is a Bill to authorise the issue of further capital for telephone development and postal and telegraph business. I could give your Lordships particulars as to the rate at which the telephone business has developed, and other information, but I think at this late hour perhaps you do not wish it. I will therefore formally move the Second Reading.
