My Lords, in submitting the Motion which stands in my name, I should explain that this Bill was brought from the Commons on June 7 last. It was necessary to retard proceedings in this House until the Richmond Parish Charity Lands Scheme Confirmation Bill had received the Royal Assent, for if any difficulty had arisen in connection with that Bill it would have been necessary to withdraw this measure. In those circumstances I hope that your Lordships will agree to this Motion.

Moved, That the Order made on the 22nd day of March last, "That no Provisional Order Confirmation Bill brought from the House of Commons shall be read a second time after Tuesday the 26th day of June next," be dispensed with, and that the Bill be now read 2a.—(Viscount Gage.)
