§ THE LORD PRIVY SEAL (THE MARQUESS OF SALISBURY)My Lords, I understand that there is no possibility of holding the Royal Commission until about 2 o'clock to-morrow afternoon. I suggest, therefore, to your Lordships that we should meet at 1.45. There will be no business, I imagine, for your Lordships to transact except being present at the Royal Commission. As I am on my legs, I might take the opportunity of telling your Lordships that the new Session of Parliament is to begin on November 6.
