THE LORD PRESIDENT OF THE COUNCIL (THE EARL OF BALFOUR)

My Lords, the Leader of the House, unfortunately, is not, able to be here to-day owing to slight indisposition. On his behalf, therefore, I beg to move the Motion which stands in his name. The reason for it is that the Earl of Donoughmore is out of the country on very important public business, and we have to find a substitute for him in his absence. The proposal, as your Lordships will see, is that the Earl of Kintore shall take his place for the remainder of the Session.

Moved, That the Lord Kintore (E. Kintore) be appointed to take the Chair in all Committees of this House for the remainder of the present Session.—(The Earl of Balfour.)

My Lords, I think this only continues an arrangement which was in operation last Session. The Earl of Kintore did officiate then and we are delighted to have him in the Earl of Donoughmore's place in the unavoidable absence of the Earl of Donoughmore.
