Order of the Day for the Second Reading read.

My Lords, I have the honour to propose the Second Reading of this Bill. This is not a matter of very great and wide importance and I may inform your Lordships that it has already been passed without opposition in another place. As regards Bolton, the proposal under the Provisional Order is that this Order should be extended without any further limit of time, and as regards the Kingston-upon-Hull Corporation that it should be extended for a further period of ten years. The object of this small Bill is to impose penalties for the keeping of obscene literature or pictures for the purpose of sale. Provisional Orders have been granted at the request of the local authorities, but they will not have any effect unless they are confirmed by Parliament and therefore I hope that your Lordships will give a Second Reading to this Bill.
