My Lords, I want to say a word or two upon this Bill. I understand that amongst other things it provides for the Corporation conducting all sorts of entertainments out of the rates. Now that is a matter which, I think, has been before your Lordships before and certainly on several occasions, if not on all, that power has been withheld. That is, of course. I know, not a reason for objecting to the Second Reading of this. Bill, but I should like to bring my objection to the notice of the Lord Chairman in the hope that the Committee will take cognisance of it. If not, on Report stage, I should certainly move to omit the clause.
