THE SECRETARY OF STATE FOR INDIA (THE EARL OF BIRKENHEAD)

My Lords, I beg to move the Resolution, relating to the Indian Statutory Commission, which stands in ray name on the Paper. It will be a source of regret to all who knew Mr. Stephen Walsh that medical warning of a peremptory character made it impossible for him to carry out the duties which he was very anxious to discharge. It is my duty to propose a Resolution which substitutes for him a very able member of the Labour Party, Mr. Vernon Hartshorn, who I believe will command not only the support of the members of his own Party in the House of Commons but also of those who, being his opponents, have nevertheless learned to value and to respect his qualities. I beg to move.

Moved to resolve, That this House concurs in the submission to His Majesty of the name of Mr. Hartshorn for appointment to the Indian Statutory Commission in place of Mr. Walsh, whose resignation on grounds of ill-health has been tendered to and accepted by His Majesty.—(The Earl of Birkenhead.)
