THE MARQUESS OF SALISBURY

My Lords, I desire to read the following Message from the King:—

"The continued cessation of work in coal mines on the 28th day of June, 1926, having constituted in the opinion of His Majesty a state of emergency within the meaning of the Emergency Powers Act, 1920, His Majesty has deemed it proper, by Proclamation made in pursuance of the said Act, and dated the 28th day of June, 1926, to declare that a state of emergency exists."

I beg to move that the gracious Message be now considered.

Moved accordingly, and, on Question, Motion agreed to.

My Lords, in reference to the gracious Message which I have read I beg to move this Resolution:— That an humble Address be presented to His Majesty, thanking His Majesty for His most gracious Message communicating to this House His Majesty's declaration that a state of emergency exists within the meaning of the Emergency Powers Act, 1920. Because of the effluxion of time it is necessary to renew the operation which we have already carried out.
