THE LORD PRIVY SEAL (THE MARQUESS OF SALISBURY)

My Lords, I desire to read the following Message from the King: The continued cessation of work in coal mines on the 29th day of May, 1926, having constituted in the opinion of His Majesty a state of emergency within the meaning of the Emergency Powers Act, 1920, His Majesty has deemed it proper, by Proclamation made in pursuance of the said Act, and dated the 29th day of May, 1926, to declare that a state of emergency exists. I beg to move that the Message be now considered.

Moved accordingly, and, on Question, Motion agreed to.

My Lords, I beg now to move:— That an humble Address be presented to His Majesty, thanking His Majesty for His most gracious Message communicating to this House His Majesty's declaration that a state of emergency exists within the meaning of the Emergency Powers Act, 1920.
