Order of the Day for the House to be put into Committee read.

LORD BLEDISLOE

My Lords, in moving that the House do go into Committee on this Bill I desire to apologise to your Lordships for asking you to take the Committee stage so soon after the Second Reading. It is, however, a very short Bill and a wholly unopposed Bill, and it is much desired by the Government that it should be passed as soon as possible. I have consulted the noble Earl who leads the Liberal Party and the noble and learned Viscount who leads the Liberal Party, and I understand they are prepared to absolve me from any great violation of the rules of the House in this matter.
