My Lords, the next Amendment on the Paper is for the omission of the words in the third and fourth lines of Clause 2, "any drain within the meaning of this Act," and the substitution of the words "such drain within the county or county borough." The object of this Amendment is to make it clear that it is the place where the obstruction occurs, and not the place where the resulting damage occurs, which must be within the area of the objecting authority in order to justify such authority in giving notice that the drain must be put in proper order. It is in fact, a drafting amendment.
