The Commons disagree to the above Amendment for the following Reason: "Because it is not expedient that the provision in question should apply except in cases where the area of supply is a large area, and it is expedient to give the Electricity Commissioners some guidance as to what area is to be deemed adequate by indicating that an area of supply comprising an area less than the whole of the districts of two local authorities is not to be treated as adequate.

My Lords, I beg to move that this Howe doth not insist on its Amendment. The House of Commons want to put in again the words deleted by your Lordships, and I think their Reasons are fairly substantial. They want to put in these words again because the clause applies to certain new purchasing terms for new companies, and they want to be quite certain that these are only applied to rather large companies, because obviously they want to get away, as we want to get away, from the parochial system. The words, as now restored, give some guidance to the Commissioners, and direct them as to what companies, in respect to the size and the areas which they cover, are to be subject to these new conditions.

I am not going to object to the changes that have been made. It seems to me that it is not very satisfactory, and that the definition of area is rather crude; but, as this Bill undoubtedly will require many amending Acts for many years to come, it is no use pressing any alteration at this late stage of the Session.
