VISCOUNT GAGEMy Lords, in the absence of my noble friend Lord Onslow, I beg to move, That an humble Address be presented to His Majesty, praying His Majesty to make an Order in Council under the Military Manœuvres Acts, 1897 and 1911, a draft of which was presented to this House on the 10th February last. This, I believe, is the first year in which there will be general Army Manœvres since 1913; but the procedure which is being adopted on this occasion is precisely similar to the customary pre-War procedure under Section 1 of the Military Manœuvres Act, 1897. If the Motion is agreed to there will be laid before His Majesty in Council the draft Order referred to in the Paper which gives authority for the holding of manœuvres and specifies the lands required for them. Any question of detail or compensation arising out of the operation of this Order will be dealt with by a Commission to be set up under the Act. The draft Order has been laid on the Table of both Houses of Parliament for the requisite period. I beg to move.
