Order of the Day for the Second Reading read.

My Lords, in moving the Second Reading of this Bill I think I need say only one or two sentences. The reason that there is a necessity to have an Act of Parliament is that the proposals made on behalf of these charities need an Act of Parliament to carry them into effect. The Charity Commissioners have examined the scheme and approved of it. Put quite shortly, the position is as follows. The scheme known as the Refuge for the Destitute came to an end owing to lack of support and only its emoluments remain. By Clause 2 of the proposed scheme the old institution is dissolved. It was incorporated under an Act of Parliament in Queen Victoria's reign, and the Charity Commissioners have no power, without Act of Parliament, to dissolve that corporation. Clause 1, in fact, amalgamates the emoluments of the two schemes. I beg to move that the Bill be now read a second time.
