My Lords, on behalf of my noble friend Viscount Peel I beg leave to introduce a Bill to provide for the exemption in certain circumstances of foreign ships and British ships registered outside the United Kingdom from certain provisions of the Merchant Shipping Acts; and to move that it be read a first time.
