My Lords, I beg to move the Motion which appears on the Paper. I will not explain at length the circumstances which lead to this Motion, unless it be desired that I should do so, but I can certify to your Lordships that the Motion is justified.

Moved, That Standing Order No. 92 be considered in order to its being dispensed with in respect of a Petition of Lord Newton and Major the Honourable R. F. Molyneux.—(The Earl of Donoughmore.)
