My Lords, there are some Amendments to this Bill which should have been moved on the Committee stage, but, unfortunately, we could not definitely certify that two of them were drafting Amendments. With the exception of the Amendment, to Clause 9, page n, line 8, and the Amendment to Clause 18, page 22, line 16, the Amendments are purely drafting Amendments. I should like to say just one word on the Amendment to Clause 9 at page 11, line 8. It is merely an Amendment to meet the circumstance, which was evidently overlooked, that a few public elementary schools are not provided or maintained by the local education authority. It is therefore really almost a drafting Amendment. As to the other Amendment to which I have alluded, Clause 18, page 22, line 16, it was intended to provide by rule that service under 18 should not he pensionable, and this was done in the case of the 1918 Act, but it is not quite clear that under this particular Bill a rule of that kind can be made, and so the Board of Education proposes to insert this provision in the Bill instead of making a rule, as has been done before. I beg to move the Amendments on the Paper.
