Clause 5, page 5, line 9, at end insert ("Provided that, if an Address is voted by either House of Parliament within twenty-one days after such regulations have been laid, being days on which that House has sat, praying that such regulations be modified or annulled, such modification or annulment shall be made without prejudice to the validity of anything previously done under the regulations").

VISCOUNT GAGE

This proviso has been accepted by the Government. It is for the purpose of reserving to Parliament power to control additions to the Schedule under the Bill and to review the regulations made by the joint committee which is the rule-making authority under the Bill. The Ministry, however, desire certain drafting Amendments to be made so that the proviso will then read as follows: Provided that, if an Address is presented to His Majesty by either House of Parliament within twenty-one days after such regulations have been laid, being days on which that House has sat, praying that such regulations be annulled they shall thenceforth be void without prejudice to the validity of anything previously done under the regulations or to the making of new regulations. The alterations which the Government propose are purely drafting Amendments to the Amendment which has already been accepted by the Government. I beg to move.

Moved, That this House doth agree with the Commons in the said Amendment subject to the following Amendments:

Line 2, leave out ("voted") and insert ("presented to His Majesty")

Lines 5, 6 and 7, leave out ("modified or annulled, such modification or annulment shall he made") and insert ("annulled, they shall thenceforth be void")

Line 9, after ("regulations") insert ("or to the making of new regulations"). —(Viscount Gage.)
