My Lords, I beg to move the Motion which stands in my name on the Order Paper. It is necessary that your Lordships should pass this Resolution in order that evidence can be given on oath and witnesses and Papers sent for. I am sure your Lordships will agree to it.

Moved, That it is expedient that a tribunal be established under the Tribunals of Inquiry (Evidence) Act, 1921, for inquiring into a definite matter of urgent public importance, that is to say, the allegations made against certain officers of the Metropolitan Police in connection with the recent arrest of Major R. C. Sheppard, D.S.O., R.A.O.C.—(Lord Desborough.)
