§ THE EARL OF CLARENDONMy Lords, this also is a simple little Bill, and is entirely non-controversial in character. In fact, it passed through another place without either a word of explanation or of criticism. I therefore do not propose this afternoon to trouble your Lordships with any speech in moving the Second Reading. I can explain the purpose of the Bill in one sentence. By Section 18 of the Charitable Trusts Amendment Act, 1855, the official trustees of charitable funds, three in number, were given perpetual succession and were empowered to hold stocks and shares but were not incorporated or given a common seal. This has caused delay from time to time, and also incurs the risk of financial loss. The purpose of this Bill is to incorporate these three official trustees and to give them an official seal. I beg to move.
