LORD BALFOUR OF BURLEIGH

My Lords, this is the same Bill, with the exception of one drafting amendment, that passed your Lordships' House last year. It is of an extremely technical character dealing with legal procedure and, with your Lordships' permission, I propose therefore to follow the same course as was adopted by Lord Muir Mackenzie when moving the Second Reading last year; that is, merely to move the Second Reading and leave it to any of your Lordships who are interested to raise questions on the Committee Stage. The Bill passed all its stages last year without any discussion. I beg to move.
