My Lords, the House is in a difficulty mainly owing to the fault of the Government, and partly owing to an oversight. The Education (Scotland) (Superannuation) Bill must receive the Royal Assent to-day, but it has not yet passed the Third Reading in your Lordships' House. I have, therefore, to ask that your Lordships will be good enough to consent to the suspension of Standing Order No. XXXIX so that we may pass the Bill to-night, and allow the Royal Assent to be given to it.

I understand that it will require the suspension of the Standing Order, but we will not make any difficulty.
