THE FIRST LORD OF THE ADMIRALTY (VISCOUNT CHELMSFORD)

My Lords, I am asking your Lordships to give a Second Reading to this Bill, the title of which is "An Act to confirm a scheme approved and certified by the Board of Education under the Charitable Trusts Act, 1853, relating to the Female Orphan Asylum, the National Orphan Home and the Hans Town School of Industry." The object of the Bill is to amalgamate the three institutions which are mentioned in the title. From first to last there has been no opposition to the proposals of the Bill, either before or after its introduction into Parliament. It passed through the other House without discussion. The particulars with regard to it are contained in a Report of the Board of Education which was laid before both Houses of Parliament on February 24 last. The only reason why the present procedure has had to be adopted is that the Female Orphan Asylum is governed by Acts of Parliament and the ordinary procedure of the Board of Education would not admit of the proposed alteration without an Act of Parliament. Therefore, we have to proceed in this way.
