My Lords, this is a pure consolidation Bill, and if your Lordships think fit to read it a second time it will go automatically to the Joint Committee on Consolidation Bills. That Committee will meet to-morrow, and if this Bill is read a second time to-day the Committee will be in a position to take it at once. I therefore hope that you will read it a second time now.
