THE LORD PRESIDENT OF THE COUNCIL (LORD PARMOOR)

My Lords, this is a short Bill in connection with a Protocol in arbitration cases between the subjects of different countries. The matter has been very fully considered at the League of Nations and elsewhere, and finally a special Sub-Committee was appointed, of which the well-known British barrister, Mr. MacKinnon, K.C., acted as Chairman. I believe everyone is in favour of the Bill, and I ask your Lordships to give it a Second Reading. It is a very simple Bill.
