My Lords, this Bill is the same as that which was introduced by the noble Earl. Lord Onslow, in the last Session of the late Parliament, and was then referred to the Joint Committee on Consolidation Bills. I think there is no doubt that, had it not been for the catastrophe of last November, the Bill would have been completed and become law before this. I beg to move that it be now read a second time with a view to its being sent to the Joint Committee.
