§ LORD MUIR MACKENZIEMy Lords, I have to propose the Motions which stand in my name. Your Lordships are accustomed to agree to these Motions without going into any details, although I have them all here with me. A Committee is about to sit to deal with what I will not call the formalities but the procedure in these cases, and when next it is my duty to propose Motions of this kind it may be that I shall have to occupy more of your Lordships' time than I propose to do now.
