Order of the Day for the House to be put into Committee read.

My Lords, before into Committee I should like to ask why Scotland is excluded from the Bill. A Bill was in draft at the time of the late Government for dealing with smoke abatement in Scotland, and the need for such provisions as are contained in this Bill is even greater in Scotland than in England because of the quantity of soft coal that is burnt in that country.

My Lords, I was about to ask leave to postpone the Committee stage of this Bill owing do the pressure of business to-day, and it will therefore, be more convenient if I answer the noble Lord when we take the Committee stage. I propose to put down the Committee stage for Friday next

My Lords, this Bill will only take a very short time. It was put down by arrangement for to-day. Why is it necessary to interfere with the Orders of the Day?

It was considered that owing to the very heavy nature of the business on the Order Paper to-day it would be better to postpone the Committee stage. I did not know that that would interfere with the noble Lord's arrangements, and I regret that it should do so.

It is understood that this Rill will be taken on Friday?

LORD PARMOOR

Certainly.

Committee put off to Friday next accordingly.
