My Lords, I desire to present a Petition to this House on behalf of the National Union of Manufacturers, asking the Government whether, before the loan of £40,000,000, or whatever the loan may be, is advanced to Germany, there shall be appointed a Committee of experts who will examine all the possible commercial and trading reactions of such a proposal. If opportunity offers, I shall, by question, raise the subject for discussion on Thursday upon that point.
