Order of the Day for the Second Reading read.

LORD PARMOOR

My Lords, this is a small Departmental Bill to bring measuring instruments under the same regulations as apply to weights and measures. I beg to move that it be now read a second time.

My Lords, I was not quite able to catch what the noble Lord said, as there was a good deal of talking going on, but I notice that under this Bill certain Regulations can be made. I should be very much obliged if the noble Lord would tell me if the Bill permits Regulations such as those which we have been discussing, and whether these Regulations are to be laid upon the Table and passed unless a Resolution of both Houses is passed against them, or whether they will not come into force unless a Resolution in their favour has been agreed to by both Houses of Parliament. Perhaps the noble Lord could tell us that.

These Regulations are made from time to time by the Board of Trade. They have never been submitted to either House, so that neither form mentioned by the noble Earl is applicable, as he will see if he looks at the Bill. This would be an innovation which is certainly not contemplated.
