Order of the Day for the Second Reading read.

LORD MUIR MACKENZIE

My Lords, I need not detain the House for more than a minute in moving the Second Reading of this Bill. The Bill is practically the same as that which was introduced last Session by the noble and learned Viscount opposite [Lord Cave] when he was on the Woolsack. It is only for the purpose of sending the Bill again to the Joint Committee of both Houses which deals with Consolidation Bills that I make this Motion now.

VISCOUNT CAVE

My Lords, of course, we have no objection to the Second Reading of this Bill, and I only rise to express my satisfaction that Bills which are entirely non-controversial are being taken up by the present Government.
