The circumstances under which this Motion is made were explained by the noble and learned Viscount on the Woolsack yesterday, and the necessity was acquiesced in by the noble and learned Viscount, Lord Haldane, opposite, so that feel I need say nothing to your Lordships' House in making the Motion.
