My Lords, I am sorry I did not give the explanation which the noble Marquess suggested, but I thought I had given sufficient explanation before proceeding to the particular Amendment. The Amendment on page 8, line 40, to leave out subsection (2) and insert a new subsection, has been agreed to by the Commons, and therefore I need not trouble your Lordships about that. On page 9 you will remember your Lordships inserted, in line 7, after " and," the words " after consultation with the agricultural wages committee concerned." Now the other House have disagreed to that Amendment and I ask your Lordships not to insist upon it. The reason I do so is that from an administrative point of view it would be found, I am told, to be inconvenient, and more particularly as regards committees when first formed. As I pointed out the other day, the desire is to have the formation of the committees assisted by those who would afterwards be their secretaries. And a serious matter I think is that a far more efficient secretary would be obtained by having a secretary to act for more than one of these committees. In that way you would get efficiency of work and economy in expense. I therefore ask your Lordships not to insist upon the Amendment.
