My Lords, I should like to take this opportunity of congratulating the noble Lord on the way he has passed through your Lordships' House this most important and urgent measure for the safety and defence of this country, and I only hope that, when it goes to another place, it will pass with equal facility and case. It has the most earnest support of all my noble friends on this side of the House.
