My Lords, the Bill that I now present to your Lordships is exactly the same Bill as was presented last year, so far as the standing part is concerned. There are one or two small Amendments which have been suggested by the two Departments. They are not of very great moment, and I do not think it is necessary to go into the clauses at great length, though, if your Lordships so desired, they could be discussed, clause by clause, during the Committee stage. There is one point to which I should like to draw attention in connection with the debate which took place in another place the other night on the subject of the death penalty, and other matters affecting the discipline of the Forces. It is the intention of His Majesty's Government to refer these very difficult questions for further consideration to the Army Council, the Air Council, and the Board of Admiralty, who will report to the Government.
