THE PARLIAMENTARY SECRETARY OF THE MINISTRY of AGRICULTURE AND FISHERIES (THE EARL OF ANCASTER)

My Lords, this Bill is practically the same Bill as passed through your Lord- ships' House last session, and which would no doubt have been the law of the land now, had it not been for the Dissolution, as it reached the Second Reading stage in the House of Commons. Practically the only alteration in it is some slight amendment necessary on account of the passing of the Allotments Act of last year. The Bill, therefore, stands on very much the same grounds as the Scottish Bill which has just been under consideration. Without further words I move that it be read a second time.
