My Lords, in consequence of the answer which was given by the Government in yesterday's debate on the impounding of the debts and property of ex-enemy nationals, I give notice of the following Resolutions to be moved at an early date:

  1. (1), That this country should not sanction any policy violating or weakening the generally recognised rule of International Law which gives to private property on land immunity from capture;
  2. (2), That this country should not sanction any action which interferes with the accepted principles applicable to the security of investments or other property, or permit the expropriation thereof without providing an adequate scheme of effective compensation;
  3. (3), That the Courts of this country should be open without discrimination to all persons for the recovery of debts due and owing to them and over which the Courts have jurisdiction;
  4. (4), That any dealing with the property or debts of ex-enemy nationals which does not comply with the above stated principles should be discontinued.
