My Lords, on behalf of the right rev. Prelate, the Bishop of Oxford, I beg leave to introduce a Bill to amend the law relating to the manufacture, sale and supply of intoxicating liquor, to provide for the popular control thereof, and for other purposes incidental thereto; and to move that it be now read a first time.
