My Lords, this Bill has been prepared by the Board of Trade in pursuance of the requirements of the Pilotage Act, 1913, to confirm Pilotage Orders providing for the re-organisation of pilotage in the pilotage districts of the Humber, Boston and Spalding, Kings Lynn and Wisbech. Petitions were lodged against the Humber Order in the first House but were subsequently withdrawn on the understanding that the question at issue should be satisfactorily dealt with by a bye-law to be confirmed by the Board of Trade before the time for petitioning in the House of Lords had expired. Negotiations are now in progress between the parties interested and the Board of Trade as to the form of such a by-law, and it is hoped that the matter will be amicably settled.
