§ All immigrants, whether guaranteed by the Zionist Organisation or not, enter the country in one or other of seven categories, all of which are designed to provide that each immigrant shall have definite means of subsistence in Palestine. Avenues are 456 being explored with a view to finding a means of giving the inhabitants of Palestine a voice in the policy of immigration so that the number of immigrants shall be always in closest relation with the economic factors of the country. As, however, this matter is still under consideration, I am afraid that I cannot go into details.
