My Lords, I have to ask your leave to absent myself for one day from the service of the House to-day fortnight. The University of Oxford has indicated its intention of conferring upon me the honorary degree of doctor of civil law, and I should like, if your Lordships would permit me to be absent for one day, to attend the function.
