My Lords, I wish to ask His Majesty's Government when the Report on Rating in Scotland will be laid on the Table.

My Lords, a Departmental Committee under the Chairmanship of the noble Lord, Lord Dunedin, was appointed by my right hon. friend the Secretary for Scotland in March, 1921, with the following terms of reference:— To inquire into the present system under which taxation is raised by local authorities for local purposes in Scotland, to report whether the system is equitable and economical and, if not, to suggest what alterations in the system are desirable. I am informed by Lord Dunedin that the Committee have concluded the hearing of evidence, and that he is engaged in drafting a Report for discussion with his colleagues. He hopes that the presentation of a Report will not be long delayed.
