THE MINISTER OF TRANSPORT (THE EARL OF CRAWFORD)

My Lords, I beg leave to move that a First Reading be given to the Lights on Vehicles Bill. It deals with an extremely difficult and technical subject, and I am introducing it now in order that the terms of the proposals made by the Ministry of Transport may be made public and receive the advantage of consideration and discussion.
