THE EARL OF ONSLOWI do not think the Amendments are controversial, although they introduce several new-clauses.

§ LORD STRACHIEAs I took some considerable part in the discussion on the Bill in this House, perhaps I may say that I am perfectly satisfied with the Amendments as they now are.
