THE FIRST COMMISSIONER OF WORKS (THE EARL OF CRAWFORD)

My Lords, I have to submit this Message from the King— The continued cessation of work in coal mines on the 27th day of May, 1921, having constituted, in the opinion of His Majesty, a state of emergency within the meaning of the Emergency Powers Act, 1920, His Majesty has deemed it proper, by Proclamation made in pursuance of the said Act, and dated the 27th day of May, 1921, to declare that a state of emergency exists. It will be necessary to pass, in accordance with this Message, a new set of Regulations, or rather to prolong the Regulations now existing, and I beg to give notice that my noble friend, Earl Curzon of Kedleston, if his health permits him, will submit that Motion to the favourable consideration of your Lordships to-morrow.
