THE EARL OF CRAWFORDMy Lords, I beg to read the following Message from the King:—
" The continued cessation of work in coal mines on the 30th April, 1921, having constituted, in the opinion of His Majesty, a state of emergency within the meaning of the Emergency Powers Act, 1920, His Majesty has deemed it proper, by Proclamation made in pursuance of the said Act, and dated 30th April, 1921, to declare that a state of emergency exists."
I beg leave to give notice that to-morrow Inv noble friend the Leader of the House will move to resolve, That the Regulations made by His Majesty in Council under the Emergency Powers Act, 1920, by Order dated April 30, 1921, shall continue in force, subject however to the provision of Section 2 (4) of the said Act. It is a continuation of the Resolution passed by your Lordships on a previous occasion.
On behalf of my noble friend the Leader of the House, I likewise give Notice that to-morrow he will move to resolve, That a humble Address be presented to His Majesty thanking His Majesty for his most gracious Message communicating to this House His Majesty's declaration that a state of emergency exists within the meaning of the Emergency Powers Act, 1920.
