§ THE EARL OF ANCASTERMy Lords, I can only say in a few words that the object of this Bill is to enable Boards of Conservators and river authorities to increase the licence duties. It is impossible at the present moment to look after and protect the rivers unless such a Bill as this is passed. I beg to move.
