My Lords, the Motion that stands in my name invites the House to dispense with an Order passed by your Lordships on the 29th of April last, and to do so in favour of a Local Government Provisional Order Bill authorising the Dublin Corporation to increase its water rates. Unfortunately owing to a variety of circumstances the Bill could not be presented in time, and I therefore invite your Lordships to abrogate the Order which you made on the 29th of April last so as to allow the Bill to proceed; otherwise I am afraid the Bill must be postponed till next year, which would be a great inconvenience to everybody concerned.

Moved, That the Order made on the 29th day of April last, "That no Provisional Order Confirmation Bill brought from the House of Commons shall be read a second time after Thursday the 17th of June next" be dispensed with in respect of this Bill, and that the Bill be now read 2ª.—(The Earl of Crawford.)
