THE EARL OF LYTTONMy Lord, the purpose, of this Bill is to legalise an agreement made in 1918 between the Admiralty and the Cardwell Trustees, who were the owners of time harbour of Invergordon. At the beginning of the war the Admiralty took possession of Invergordon for naval purposes. They spent a good deal of money there and developed it as an important naval base. In order to regularise their proceedings they entered into an agreement with the owners. which is to be found in the Schedule to this Bill, whereby, in return for a payment of £17,000, they acquired all the harbour rights from them. We are advised by the Scottish Law Officers that this agreement requires statutory confirmation, and the Bill is introduced for that purpose. I beg to move that the Bill be now read a second time.
